Category A1 Rules For Motorcyclists
The rules of category A1 are applicable to those who want to operate small motorcycles. These vehicles have a capacity of up to 35kW. They are not derived from vehicles with more than twice their power.
The open drone operation category can be subdivided into three categories A1 through A3. You can fly drones that have class label C0 or C1 in the A1 subcategory (fly over people) until January 2024.
A1
Category A1 is one of the three EASA drone categories that applies to aircraft with a maximum take-off weight (MTOM) of up to 25 kilograms. Applicants for a category A1 licence must have at minimum 16 years of experience on two-wheeled motor vehicles. They must also complete the mandatory basic training and pass the theory test and practical test. Moreover, they must possess a valid medical certificate.
A1 license holders are allowed to ride two-wheeled mopeds so long as their capacity for cylinders is not greater than 125 cc, and their power-to-weight ratio is not greater than 0.1 kW/kg. A2

You can also fly in the A2 sub-category with drones with a mass of up to 4kg, but you must keep them at an appropriate distance from people during take off and landing. The separation distances are lateral, not vertical, and the drones must be kept at 30m horizontally from uninvolved people or 5m when they're in low-speed mode. A2 allows you to fly transitional drones that aren't yet CE registered, but have been modified to lessen the risk of collisions with other people. It is only possible to fly these drones in A2 until 2022 deadline, after which they'll need to comply with A3 regulations.
The A1 and A2 categories are designed to aid you in becoming a safer and confident motorcyclist. A3

This test is designed to assess the remote pilot's knowledge of the technical and operational mitigations to reduce the risks of flying larger drones (class C2, weighing less than 4kg mass) close to people. The successful completion of this test will result in the awarding of the 'certificate of competence required to fly in category A2'.
There are transitional arrangements that permit older drones, that are not certified, to be operated in the categories A1 and/or A2 for two years following the introduction of the new EU regulations. Legacy drones are not permitted to be flown over the heads of people and must be operated using an A2 CofC.
To operate a drone under this category, you need to first pass the online flyer identification test and then take a theoretical exam. You also need to prove that you have some practical understanding of your drone and pass a written statement of competence. These requirements are similar to the driving licence model, where the person who is first granted an endorsement for a less powerful vehicle category will be able to gain easier access to a higher category.
A4
The DOH is preparing detailed guidelines for category A4. These guidelines will be consistent with other operations, and will include information such as the number of dressings changed each day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID), and the DOH National Immunization Technical Advisory Group. The IATF EID and the DOH National Technical Advisory Group on Immunization will review and approve these guidelines prior to their being finalized.
In this category, drones sporting a class identification label C0 and C1 are allowed to fly within a minimum distance of 50 metres from people who are not involved. This is a very low-risk subcategory, but stringent precautions must be taken to mitigate incidents. Drones classified as A1 or A2 are required to take an additional theoretical test before they can operate in this subcategory.
This test is designed to assess the level of knowledge about the dangers associated with flying drones close to people. The certificate of competence is awarded upon the successful completion of this test. The operator must maintain a minimum of 30 metres between the aircraft and any non-involved person, or 5 metres when flying in slow-flight mode.

The new category E combines the classes A1 (retail) A1 (retail) (financial services and professional services), B1 (offices) A4 (restaurants/cafes), and B5 and A5 for takeaway hot food.
